Eastern Shore of Virginia Habitat for Humanity

2026-2030 STRATEGIC PLAN

The Eastern Shore of Virginia Habitat for Humanity (“Habitat”), an affiliate of Habitat for Humanity International, was incorporated in 1988 as a 501(c)3 non-profit organization to promote home ownership and provide affordable housing in Accomack and Northampton Counties.  Since that time Habitat has dedicated 57 houses across the two counties, allowing 57 families to purchase their first homes with an affordable mortgage.  The typical Habitat house includes 3-4 bedrooms, 2 baths, kitchen/dining and living/family rooms, and vinyl flooring throughout as well as an outdoor shed.  Each house comes equipped with appliances including a refrigerator, stove, washer and dryer.

Habitat is funded through private donations, fundraising activities, grants from organizations (i.e., United Way, Eastern Shore Community Foundation), mortgage payments from previously constructed houses, property purchase and construction funding reimbursement through USDA and volunteer labor from individuals, businesses, churches, high school and college work groups and other organizations.  Volunteers remain the backbone of Habitat, supporting construction, ReStore activities, fundraising and governance.

Mission

Reflecting the mission and values of Habitat for Humanity International, Eastern Shore of Virginia Habitat for Humanity works in partnership with God and people everywhere to build quality affordable houses in local communities within Accomack and Northampton Counties.

Vision

Eastern Shore of Virginia Habitat for Humanity has a vision to consistently reduce substandard housing in Northampton and Accomack Counties and promote home ownership by providing opportunities for families to purchase quality affordable housing.

Principles (Values)

We strive to demonstrate the love of Jesus Christ by:

  • Promoting dignity and hope.
  • Focusing on shelter.
  • Advocating for affordable housing.
  • Working in partnership with the local community.

Habitat’s mission recognizes the critical need for affordable housing in both Accomack and Northampton Counties.  Local businesses identify the lack of affordable housing as one challenge in supporting and expanding their workforce while County and Town governments see an expanded pool of affordable housing as critical to the Eastern Shore’s quality of life.

To address this need and to further its mission/vision, the Board of Directors of the Eastern Shore of Virginia Habitat for Humanity has identified the following areas of emphasis and expected outcomes.

Construction/Renovation

Outcome:  By 2030 construct four (4) single-family houses per year.

  • Strategy: Identify and maintain through donation or purchase an inventory of no less than 12 building lots across the two counties to support the increase in the number of houses constructed.  Actively build an inventory of lots that allows housing construction in both Northampton and Accomack counties.
  • Strategy: Streamline the construction process by balancing construction work that should be done by professional contractors with work that can be done by volunteers.
  • Strategy: Establish a balance between modular and “stick build” homes to meet the goal of 4 homes per year while continuing to provide opportunities for a volunteer workforce.
  • Strategy: Evaluate the need for 2, 3 and 4 bedroom homes based on our applicant pool and community need.
  • Strategy: Confirm our use of USDA as the primary funding and mortgage source for Habitat-constructed homes.  Annually evaluate the impact of USDA funding on affordability.
  • Strategy: Manage and coordinate the family application process and selection timeline with construction calendars to allow full use of volunteer groups and reduce the time between family selection and family move-in.  Establish realistic expectations and identify opportunities for families to provide “sweat equity” without delaying family move-in.
  • Strategy: Review opportunities for regional partnerships to support a veterans home ownership program.
  • Strategy: Establish staffing levels to insure adequate project supervision and oversight for the expanded level of construction activity.
  • Strategy: Expand the pool of volunteers (groups and individuals) supporting this construction volume by partnering with Eastern Shore churches and other organizations as well as those from outside our service area.

Outreach

Outcome:  Double the number of businesses, volunteers and volunteer groups providing support for construction, fundraising, and communication activities including labor, materials and other services.

  • Strategy: Partner with local churches and other organization to provide volunteers for construction projects.
  • Strategy: Continue to partner with groups outside Accomack and Northampton Counties to provide volunteer labor and support.
  • Strategy: Expand the number of businesses providing funding or construction materials to Habitat.

Regional Partnerships

Outcome:  Expand regional partnerships with Northampton and Accomack counties, various towns and other entities to align regional goals, zoning, etc. to improve the number and quality of affordable housing units.

  • Strategy: Attend board, commission and other organizations meetings to remain current on local and regional goals for affordable housing on the Eastern Shore.  Advocate for policies and investment that expand opportunities for home ownership and affordable housing.
  • Strategy: Partner with local government or other non-profit groups for access to funding, infrastructure, property, etc. in support of Habitat’s mission and goals.

Fundraising

Outcome: Plan and execute a comprehensive fundraising campaign and multiple annual fundraising events to increase annual funds and/or endowment funds available to support the mission of Habitat. Align with communication plan/activities.

  • Strategy: Over calendar years 2026-27 plan and begin the silent phase of a comprehensive fundraising campaign.  This will include:
    • Evaluating the benefits of partnering with Habitat for Humanity Virginia and its consultants to support our fundraising efforts.
    • Determining the length of the campaign.
    • Establishing annual fund and/or endowment goals for the campaign.
    • Identify and solicit lead donors, including the possibility of serving as campaign chair/co-chairs.
  • Strategy: Plan and execute 4 fundraising events (golf tournament, etc.) per year to raise funds and maintain high visibility for Habitat.

Marketing and Communication

Outcome:  Develop a marketing and communication plan that promotes Habitat, its mission and goals on a monthly basis, keeping Habitat in the forefront of Eastern Shore activities.

  • Strategy: Establish a marketing and communications staff position (hourly) to support all Habitat activities.
  • Strategy: Align marketing and communications activities with both campaign and fundraising events.
  • Strategy: Develop and execute a marketing and development plan to promote Habitat’s mission and programs including events, community outreach and volunteer and donor appreciation.
  • Strategy: Strengthen relationships with businesses, community partners, civic groups, churches and others.
  • Strategy: Prepare an annual report to assist in fundraising and development activities.

Organizational Effectiveness

Outcome: Maintain a sustainable organization supporting Habitat’s mission and goals.

  • Strategy: Ensure a consistently effective and engaged Board of Directors by expanding the size, diversity and expertise of the Habitat governing board as necessary to support its overall mission and vision.
  • Strategy: Evaluate the existing committee structure for need and functionality.
  • Strategy: Ensure that appropriate resources (staff and funding) are in place to support Habitat’s mission.
  • Strategy: Develop appropriate succession planning for the board, its committees, and operations and construction staff.
  • Strategy: Building on the current success of the Restore and its leadership, develop and implement a five-year plan for the Restore to include evaluation of location, storage needs, pick-up and delivery options, staffing levels and other needs that might be identified by current Restore staff.

Progress against this strategic plan shall be reviewed quarterly.

2023 Freezin’ For A Reason Wrap Up

Thank You!

The Eastern Shore of Virginia Habitat for Humanity appreciates all of the community’s dedication to make this year’s Freezin’ for a Reason weekend such a huge success for the Eastern Shore. Thanks to you, we raised $ 126,872 which will cover approximately 75% of the material cost of one 4 bedroom house for our fellow citizens whom we serve.

We would like to especially thank Celebrity Dipper Tammy Hill and our 74 Dippers who participated in this year’s Freezin’ for a Reason event. Tammy raised $93,283, and we especially recognize her largest supporters: Todd Burbage of Bluewater Development and Chaney Enterprises.

Heartfelt recognition goes out to all of the youth who participated this year! The top Overall Youth Team was the Montessori Freeze Team who raised $6,808. The most sponsorship dollars raised by a youth participant was Anna Thornton. Second Place was Gunner Hall and third place was Keagan Powers.

The top overall Adult Team was Northampton County Sheriff David Doughty’s team who raised $12,040. The other participating teams that participated this year were Broadwater Academy, Moo Cluckers, Onancock Brockmeiers, Northampton Honor Society, Rose/Young Team, Blue Blood Busch Team and Freezin’ 52. We also appreciate the support of the Cape Charles Coast Guard, Northampton County EMS, K-Coast surf shop and Cape Charles Mayor Adam Charney.

We also appreciate all of the integral support from Marsh, Optima, Cape Charles Rotary, Heather and Nathan Travis, and Clara and Company, in leading the charge to celebrate the Freezin’ for a Reason kickoff at our Friday night BBQ & Brews at the Cape Charles Brewery.

HABITAT FOR HUMANITY DEDICATES HOUSE NUMBER 51

The Eastern Shore of Virginia Habitat for Humanity announces the House Dedication of House #51 On Friday, November 19, 2021, we celebrated the Dedication and Blessing for the home of Victor and Wartissua Matthews and their five children. Victor and Wartissua completed over 350 hours of sweat equity working with ESVA Habitat and closed on the no-interest mortgage on November 22, 2021. Víctor and Wartissua are delighted to be new homeowners. The dedication ceremony was held at the house, in Melfa, VA. Due to the restrictions of Covid-19, we were not able to invite all the volunteers and other Habitat homeowners and supporters as we normally do. We look forward to an opportunity to have a grand celebration with our volunteers, other Habitat Homeowners, and supporters when permissible. FEBRUARY FREEZE UPDATE! OVER $142,000 RAISED!

Announcing our Celebrity Dipper! Eastern Shore of Virginia Habitat for Humanity is excited to announce that Todd Burbage of Blue Water Development has agreed to serve as the 2020 Celebrity Dipper for the Annual February Freeze. Todd is committed to giving back to the Eastern Shore Community. We are thankful for his gracious support. Known for both his entrepreneurial and giving spirit, Todd Burbage has made an indelible mark on the local community. Whether it’s a multi-million-dollar commercial development project or a local philanthropic endeavor, Todd’s commitment is intense and unwavering. Todd leads his company, Blue Water Development, with an infectious sense of energy and passion, continuously pushing his team to strive for success and happiness. It’s that same dedication that continues to push Blue Water into a prosperous future, and that emboldens both himself and his employees to strengthen their community through charitable efforts.
As the youngest son of Jack Burbage, founder of Blue Water Development, Todd experienced all facets of real estate development early on. After many years of work and dedication under the guidance of his father, Todd is now an owner of the Ocean City-based real estate development and hospitality company. In addition to expanding the corporation’s portfolio, Todd is adamant about investing in the communities where Blue Water Development has projects.
A dedicated philanthropist who tirelessly supports his community with his time, resources and talent, Todd serves on the board of Taylor Bank and Worcester Preparatory School and is a past member of the board of directors for the Big Brothers Big Sisters Lower Eastern Shore Program, the Maryland Coastal Bays Program, the Peninsula Regional Medical Center Foundation and the Community Foundation of the Eastern Shore.
Todd lives in West Ocean City with his two children, Chase and Caroline, and his yellow lab, Willis. He is as comfortable leading his team as CEO as he is deep-sea fishing on his boat, The Chaser, and he’s always ready with a joke or a story that can light up the room. Todd’s typical attire of jeans, a ball cap and a sport coat perfectly illustrate what he’s all about, while his giving nature, dedication to his family and welcoming spirit paint a picture of his kind heart.

It’s not too soon to put your teams together. Individual dippers are also welcome. The February Freeze will be held at the Cape Charles beach on February 22, 2020. Registration will be held at Trinity United Methodist Church at 11:00 AM.

The February Freeze is an annual event in which volunteers form teams or participate individually by getting sponsor donations to take a quick dip in the Cape Charles waters.  It has been so successful in recent years due to the support of our “Celerity Dippers” and the hardy volunteers that it is our biggest fundraiser of the year.

Now is the time to start getting your team member signed up. We had such wonderful support and participation last year that the event raised over $65,000. Dippers who raise $65 or more will receive shirts and those who raise at least $35 get a hot lunch after the event. Register a team of your friends, your family, or your school or sign up to be an individual “dipper”, then sign up sponsors. Prizes will be awarded for most money raised in both individual and team categories. A parent or guardian’s written permission is needed for anyone under 18. Forms are available below and must be filled out with proper signatures before participating.

Freezin for a Reason a Success!

The Eastern Shore Habitat for Humanity Board would like to extend a heartfelt thank you to the community. Freezin’ For A Reason was a huge success! We were able to raise $61,614.
It is very humbling to see our Eastern Shore partnering together with the Eastern Shore of Virginia Habitat for Humanity to continue to help provide houses for those in need. Celebrity dipper David Brannon, of Preserve Communities and Bay Creek, did a tremendous job of leading the charge and enthusiastically embraced the opportunity to help the Eastern Shore Community. Brannon not only raised $40,127 in pledges but also raised the public awareness of the importance of Habitat with over 250 attendees at a fundraising event at Cape Charles Brewery on the eve of the dip. We are extremely grateful for Brannon partnering with us to help those in need on the Eastern Shore of Virginia.
One hundred dippers and seven teams participated in this year’s event. The top youth team went to the Montessorri Children’s House of Franktown raising $6,009. Northampton County Sheriff’s Department won the top adult team category raising $7,400. Top individual Youth Dippers were Anna Thornton, first place; Lucas Stodghill, second place; and Ben Jones third place.
The support from the Eastern Shore community is integral for us to continue to fulfill our mission to build houses for those in need on the Eastern Shore. We have received numerous applications this year from individuals and families asking to be selected for houses. Thanks to your efforts along with other successful fundraising efforts throughout the year, our Habitat house selection committee has chosen the family that will receive house #52 in our history. This house construction will start this spring.
